Internationalization is an institutional priority at PUCRS (Strategic Plan 2011-2015 and Strategic Plan 2016-2022) to improve overall quality according to local features and national and international scenarios in higher education. A specific internationalization plan was developed within the strategic project ‘Consolidate the internationalization process of PUCRS’ by the International Office in 2013-2015. The aim was to develop a framework for policies and action plans to improve the internationalization at the university. We adopted the concept of ‘Comprehensive Internationalization’ (Hudzik, 2011) and adapted the ‘CIGE Model for Comprehensive Internationalization” (American Council on Education) with inclusion of elements related to research, innovation and extension, as well as mobility of faculty, researchers, staff and administrators. Three main outcomes also were added to the model: qualification, visibility and recognition. Background information on institutional internationalization and its implications was collected in three moments: a survey on perceptions of internationalization at PUCRS (2013), the seminar ‘Internationalization: a challenge for the universities’ (2014), and a SWOT analysis by the international office (2015). The strategic aims of the PUCRS Internationalization Plan and its developments were organized according to four interconnected dimensions: 1) Structural Actions, 2) Curricula, Programs and Projects, 3) Partnerships and Collaboration, and 4) Internal and External Communication. These elements were summarized in a conceptual map of the PUCRS Internationalization Plan to guide further development of action plans for implementation and operation. The challenges for the next four years and some actions implemented or in development also are discussed.
